Regulatory Basis AFS 2017:3 (Användning och kontroll av trycksatta anordningar)

1. Purpose

This document provides a ready-to-use inventory register for pressurised vessels compliant with AFS 2017:3 (Arbetsmiljöverket). It is intended for use by operators (brukare) who need to maintain a förteckning (register) of all pressurised equipment on site.

The inventory satisfies:

Lagkrav: Enligt AFS 2017:3 ska brukaren föra en förteckning över alla trycksatta anordningar som omfattas av föreskrifterna. Förteckningen ska hållas aktuell och vara tillgänglig för tillsynsmyndigheten.


2. Regulatory Classification — AFS 2017:3

2.1 Scope

AFS 2017:3 applies to pressurised equipment that meets the following criteria:

Equipment type Threshold for inclusion
Pressure vessels PS > 0.5 bar and PS × V > 50 bar·L
Piping PS > 0.5 bar and PS × DN > 2000 bar·mm
Steam/hot water boilers PS > 0.5 bar

Equipment below these thresholds is not covered by AFS 2017:3 but may still be subject to general workplace safety requirements (AML).

2.2 Classification (Klass A and Klass B)

Klass Criteria Inspection requirement
Klass A Higher risk — per AFS 2017:3 tables based on PS, V, medium, and fluid group Must be inspected by an ackrediterat kontrollorgan (accredited inspection body: Kiwa, DEKRA, DNV, TÜV, Bureau Veritas, Apave)
Klass B Lower risk — below Klass A thresholds but above AFS 2017:3 scope threshold May be inspected by the operator’s own competent personnel with documented competence

2.3 Fluid Groups (PED 2014/68/EU, Article 13)

2.4 PED Categories (for reference)

3. Inspection Requirements — AFS 2017:3

3.3 Operator Obligations (Brukarens skyldigheter)

Under AFS 2017:3, the operator shall:

  1. Maintain an up-to-date förteckning (this document)
  2. Ensure all inspections are performed on time by qualified parties
  3. Keep all documentation accessible — inspection reports, certificates, drawings
  4. Perform regular tillsyn (supervision/monitoring) between formal inspections
  5. Report incidents to Arbetsmiljöverket
  6. Ensure personnel are competent (documented training per JDS-PRO-009)
  7. Have written routines for operation, maintenance, and emergency procedures
